Library XML File Viewer

Here is a Library XML file viewer that has the look and feel of the Visual Studio Object Browser.

As I have just recently started using Basic4Android (although I purchased it last year) I found the need to have information about the libraries easily accessible.

The paths to both the installed and user additional libraries can be set.

A couple of caveats.

1. This was knocked up in a an afternoon so it may need tweaking.
   
2. The displayed information is relative to what's in the XML files.
   
3. Requires the .NET 2.0 Framework.

Let me have any feedback or bug fixes that may be required.
