Android Question msgbox and toast not show in android9 sdk28

Hi, everyone
My app has run a while well. Yesterday, I uploaded a newer version, it says I need upgrade target SDK to '28'. So I edited my manifest text to met the requirement.
But after I change the SDK to 28, the msgbox and toast don't show again.
Does anyone have the same situation? plz help to solve it.

Update. I found the toast form service, then it will not show. But in the activity toast work fine.

Make sure that the service is actually running. New versions of Android kill background services more aggressively.
