Have you found such a lib targeting the SOC p!atforms?
It would be an easier starting point.
As i answered before, you could create a set of 2 apps: one for the SOC or desktop (client) ans another for the board controling the LEDs.
Keep un mind that most "shields" boards are design To work with arduino based boards
