App Layout on Android 4.x

Hi to all,
I'm developing an app and I'm testing it on Android Froyo & Gingerbread devices ance the % layout work fine.

when I try to run the app on an android Jelly Bean (Galaxy Nexus) some objects, more specific the panel placed on the bottom of the screen, isn't visible.
It seem that the %x and %y coordinates on Android 4.x doesn't work like Android 2.2 / 2.3.

What are the steps to make my app compatible with these devices?

Do you have a code sample?, I have a Nexus 7 tab and I don't have any issues with layouts.

%x and %y work the same on Android 4.x as on previous versions.
