Bitmap up/down scale quality

Hello,

Is there a library I can use for good quality up or down scaling with an image. When I load sample from a 400x400 image file to 600x600, the image quality is not as good. Photoshop does a nice job with the resizing. Just wondering if it is possible with libraries we have.
