Android Question BLE Value characteristic changed

Is there a way to know when a characteristic value has changed or can I some how read the values every so often?

You will need to use a Timer and periodically check the value.

I thought the purpose of setting the characteristic to notify is that it would automatically push the values to the connects ble app?

The BleManager doesn't currently support notifications.
