That's probably left over code from porting the examples over to B4J from B4A. DirRootExternal, in B4A, points to the root folder of the "external SD card" (which need not be an SD card, to make things more fun for the developers). There's no such universal equivalent in desktop Java. You can probably store temporary data in sub-folder of File.DirApp unless you're packaging your app into a Windows installer, in which case you'll want to use File.DirTemp or File.DirData, depending on your intent.
