iOS Question Email address for getting Apple certificate

I have bought via paypal and got b4i for the address used for paypal. For the Apple developer account I am using another email address. I cannot upload the certificate request file. Is the "wrong" email address the reason? If yes, what can I do?

It is not possible to upload the file. The button for uploading is not enabled.

It was not possible to use Internet Explorer. I used Chrome and could upload the request.
