Is there a way to force a fixed IP address for the wifi connection by code?

I need some Android devices to be in a wireless accesspoint only LAN and my monitoring app should be able to connect to them or connect the devices to the monitor.

With both ways I need to know to where they need to connect unless I put a middleware web server in between where everything connects to to log their IP address and status of device or monitoring device.

No. You can configure the router to assign static ip addresses to these devices.

In the router you just set the static IP address. My devices IP addresses are always the same and my router lease time in minutes is set to 1440 (24 hours), my IP addresses are always the same no matter what, firmware DD-WRT.

Or you could always manually set the IP address in the actual devices themselves :)
