Get list of notifications

Hello!
Is there a way to get a list of all notifications that are currently being displayed in the Notificationbar?
I need a service that reacts to any change of notifications that is being displayed or deleted. If this doesnt go with reacting directly to any change in the notification bar it could be done by polling the notification bar list and comparing with the last list.

I found this app "List Notifier Widget" that seems to do the trick. So it must be possible in some way. Can anyone give me some tips on how to implement such an accessibiblity service? I would like to make a library for anyone to use.
