How do I attach a button to a scrollview in the Designer?

I can generate all of it and attach things in code but I would lke to use the Designer. When I choose a button, all of the panels show up under Parent but not the scrollview.

How can I attach a button, label, ect to a scrollview using the Designer?

I find all of the samples useful though many do not fully work for one reason or another but they all have something to learn from each. Shame about having to do it only in code.
