How does one dim the background when using a pop up window?

I have seen some examples of pop-up panels where everything in the background (outside the pop-up panel) is dimmed, leaving the pop-up panel very noticable. How does the dimming work?

When you put your panel infront, make a panel covering the whole screen and use the Alpha (and black) to control how much you want the background to be visible.
