How to upload following xml to a WCF service URL ?

<?xml version="1.0" encoding='UTF-8'?>
<TRX>
<TRX_NAME> InsertLaserRepairProcessData </TRX_NAME>
<DEVICE_ID>IDIM01</DEVICE_ID>
<EQP_STATUS>0</EQP_STATUS>
</TRX>

And then receive following XML

<?xmlversion="1.0"encoding='UTF-8'?>
<TRX>
<TRX_NAME> InsertLaserRepairProcessData </TRX_NAME>
<RTN_CODE>SUCCESS</RTN_CODE>
