Android Question How to determine the exact local time for any place on Earth

Is there a simple way to determine the GMT timezone offset for any place on Earth (regardless of the Android's device timezone setting)? For example I live in Amsterdam (my device is set to GMT+1) and I want to know the time in Hong Kong (and calculate the time difference with Amsterdam). This implies that somehow it can be determined whether a distinction between summer and wintertime exists for any place on earth, plus on which dates the switch takes place.

Thank you. However, this is not precisely what I am looking for. I would like to find the GMT offset (timezone) based on the name of the location (plus data whether summer-/wintertime is used there). Using a table with GMT offsets per country is not enough, especially for countries with multiple timezones like the USA. For example New York is GMT -7, Dallas GMT -8 and San Francisco is GMT -9 hours.

Worldwide there are about 70 countries that use summer-/wintertime; the switch-over does not always take place on the same two dates.

I have found http://time.Is/ which will return detailed information (e.g. http://time.Is/san_francisco) which can easily be read with a HTTP Job, but their license does not permit commercial use.
