Android Question How to wait in a service?

Hi, my problem now is, that the loop will take a lot of energy because the loop is so fast

Is it possible, to slow down this i.e. with a timer ( but in a service? )
StartServiceAt also is no good solution.
In Purebasic for example there is an instruction called WaitWindowEvent(TimeToWait)
