Android Question I am getting an error message "A folder failed to be moved...c:\Android\temp\toolpackage.old01

I am unable to install SDK Manager. I have turned off antivirus and anything I can find that might be accessing the temp folder. I have Admin permissions. Not sure what else to check...Windows 7 Professional

I have tried 3 different folders and even a network location...same message...
