Android Question IPTV how stream .m3u8

Hi all.
How can i make to make one app like this

https://play.google.com/store/apps/details?id=com.wworldiptv
https://play.google.com/store/apps/details?id=com.pecana.iptvextreme

This make stream of .m3u and m3u8 files.
i dont found any lib,question or tutorial about this.
Someone know one library, or any way to make this streams?

have you tried the FFMpeg based libraries?
