Issue with WebView?

I have an app with a webview and it all seems to work fine then a customer emailed and said once you zoom in you can't zoom back out all the way and the minus button goes gray as though you are zoomed all the way out. I tested the app and found that he was right. If you reload the URL then it starts back like it should and you are fine until you zoom in again. It makes no difference if you use pinch to zoom or the plus and minus buttons that appear in the browser window. This is on Froyo 2.2. Does anyone have any ideas about this or a work around if it is a known issue?

I did try just writting a small app with only a webview and it still does the same thing.

I tried a webview used to display the documentation in my CardShark Spades game (on the Shared forum) and it zoomed back out all the way both using the buttons and fingers on both a 7" Archos 70 running 2.2 and a Toshiba Thrive running 3.1.

I have just tried it on a Standard Version of HoneyComb 3.2.1 on another tablet and it works fine as well. I know the device with the issues is built on a forked version of Android Froyo 2.2. That must be where the problem is. I may not be able to find a solution until they release an update. However, the stock browser on the unit does not show this strange issue but it does show some others that have to do with the zoom. In the standard browser some pages will not scroll unless you zoom in at least one click...
