Is there any 'off-line' cache settings in B4J library..?

No.
But using the google maps app you are able to download areas for offline-use.
Don´t know if this "offline-data reaches the google maps lib"...

Edit: Sorry, it is B4J. Don´t know how one can download offline-data in this case

Unfortunately an offline Google map is not allowed under their TOS.
