Keeping Core and Libraries up-to-date

Is there one place where I can get a list of all the current Core and Library versions?

I am thinking of developing a program that will query this list and will automatically update my local development with the latest versions.
Does a piece of software already exist for this?

If not, I'm looking for thoughts on the best way to implement this.
If successful, I will post the code for other to use.
