I guess it all depends where and in what situation.

Here at work most smartphones are on 2.3.6 as there is no budget to replace them every x-years. (none profit org.)

In "real" companies they replace them every 2 or 3 years when their rest value is 0 and taxing tricks are not possible anymore.

oh and did they do a microsofty aswell and skipped a version? no v3.x to be spotted in that list?

V3.0 / 3.1 was a tablet only version (Honeycomb). It was quite quickly replaced with v4. There are less than 0.1% devices with this version so it doesn't appear in the list.
