iOS Question Named Anchor not working in WebView

I want to be able to go to a specific named anchor in a web page. I've attached an example that is not working properly. When you tap "Go to anchor" on the toolbar, it's supposed to go down the page to the named anchor, but it is not. What needs to change so that it works? Thanks
