I am looking to pay someone to recreate a simple free app in b4a.

This works perfectly and does exactly what I need with one huge flaw. It is compiled to require 4.2.2 +. I have a china based Android head unit that runs 4.1.1 so it will not work. I also would like to add onto it later if needed.
Basically I need this app to only connect to USB (serial) and watch for set values sent by serial. It will launch an app, control a media button or volume control. I don't need any other the tasker functions nor bluetooth options. Also baudrate does not need to be selectable just hard coded. It needs to run at start up as a background service but have a front end to set the created buttons. I also need it to detect and setup this device when plugged in (plug and play). There will only be one specific device ID that is used. There is a total of 15 buttons. Sure this would be a simple app for the right person but I am still learning and am loosing hair rather quickly.
