phone error when loading program in classic

one of my clients is getting this error:
Basic4ppc Error loading program. File or assembly name 'Microsoft.
WindowsMobile.Telephone, Version = 1.0.0.0, Culture =neutral, PublicKeyToken =31BF3856AD364E35', or one of its dependencies, was not found.
when he tries to load the program.
I found i also get the same error when running my program on the emualtor :
Windows mobile CLASSIC Emulator 6.0
I am using the phone and outlook routines in my program.
Could he be trying to load the program on a device without a phone that is causing it?
or is it something else?

Yes. The Phone library interacts with Microsoft.WindowsMobile.Telephone. Devices without a phone lack this assembly.

Please contact me if you need a 'dummy' library similar to PhoneDesktop.dll which you will be able to replace with Phone.dll before compiling to non-phone enabled devices.
