How to handle restore purchase in in app billing ?

Do you mean a cancelled / refunded purchase?

The product will not be listed when you call manager.GetOwnedProducts. Though it can take a while until the status of the purchased product is updated.

After purchasing a feature in an app , and when user changes his device , what should he do to get the same feature in his new device ?

The purchases should be tied to the user account. As far as I understand it will work automatically on a new device.
