I went to the folder on my machine (of course under my user name), right clicked, created a short cut and pointed it to a jar file and named it. It showed up in the scrollable portion of the windows 10 start menu. From there, I right clicked on the menu entry and picked "Pin to Start" and it showed up in the start panel.
