Android Question StateManager not part of version 2.70

Hi guys,

I need to save the settings in my application, still uncertain of how to do this but I have read
StateManager takes care of this.

My version at the moment is 2.70, does StateManager come with this or is it an addon?
How do I go about saving and restoring my settings? Please help
