Vertical Alignment Issue

I frequently find that when working with labels in designer that the vertical alignment "center" is actually below center, and "top" is not quite at the top. After tweaking label size and text size I can finally get it to look right but I can't quite figure out the problem.

Each view has some internal padding which is probably the cause for this issue.
