why android.media.VOLUME_CHANGED_ACTION generate twice each time ?

listening to android.media.VOLUME_CHANGED_ACTION
and every time (every volume up or down press) I get two events
one with the up or down (volume number is higher or lower than previous number) and one with the same value (previous and current colume is the same)

any idea why ?
