Android Question WHY LIKE THAT?(WITH ACTIVITY LAYOUT)

Pls help:

Look at the picture. A and B are same png image and are all located in the same level of activity layout.
The panel cotains the Labels and the Listview and the Panel's elevation set to 5 at the highest level.

Why image B looks like that?

BTW:

This only in Android 5, in Android 7, it is ok.

I can only guess that one of the ImageViews (?) is not a child of the panel.

Yes，image B does not belong to the Panel. It is a png format picture as same as image A. A and B are both children of the Activity as well as the Panel. My question is why A behaivior good but B not?

And this is only in Android 5. In 7, no problem.

image B's parent is the activity.
the panel's parent is the activity.

image A and image B are set behind the panel when the panel shows. why A does well but B goes above the panel? the panel's elevation is 5. A and B are same format picture, same imageview. A, B and the panel's parent is the activity.

this happens when the app runs under andoid version 5. under version 7, it is ok.
