Android Question WRAP_CONTENT on a panel?

This may be common knowledge so please forgive me. I've seen examples of Label layout values being set to -2 to wrap the content. When I try this with a panel, it fills the screen. Does this not work on panels?

You shouldn't use it with Panels. They are not designed for this.
