Can't register as a Developer to Android Market

Hello there

I've overcome the fact my country is not listed for PAID applications and decided to go for FREE ones(at least for now) and hence to register to the market.

According to this list Supported locations for free publishers - Android Market for Developer Help, I am eligible for publishing FREE applications.

Then, by going here: https://market.android.com/publish/signup I am just one step before the payment.

Okay, but where is my country? It's not listed as a billing address option. I won't do much billing at all as I don't have this option for my country but option should I select in order to proceed with this step?

I don't seem to find any developer-related topics to use.

To be honest, I tried writing to them yesterday and received a reply where they tell me their support is for registered merchants only.
