Android Question Create a routine time

I'm torn over repaying create a routine that when you spend 10 seconds the app sends a message to the User that time ran someone has some example of how to do it ??

explaining better, to create a quiz app where the User has 10 seconds to respond to spend the 10 seconds the app sends a message that the time run out.
