Why are you running the SDK manager? I have used B4A for over ten years and I have never run the SDK manager. If you are trying to use it on day one then it is very likely that you are doing something wrong.

This suggests that something has gone wrong when you were installing B4A. The sensible thing to do in this situation is to remove everything and install again. Be sure to follow the installation instructions exactly. By the way, I upgraded to B4A version 13.4 an hour ago following those installation instructions and everything works.

Delete everything and start completely new.
