It doesn't mention whether developers need to pay or not.
If it is free, I think I am okay to opt in.

It also applies for Developers who wants to use Google-Apis. This is true since years already so it´s nothing special.

They wrote that they will do something specific for hobbyist...... We will see.
If I am right.... A developer account is subject to being deleted if nothing is published or updated for 1 year or something like.
Let's see if this will be amended for hobbyist.
Anyway I understand their concerns, and they are in the correct.
Let's hope this will really improve security.
The fact is:
If a modder is able to resign my modified app with my key...... I would be in trouble and not for my fault.

A scam does not need the key at all.
Just publish a similarly named app, with similarly looking screenshot.
It may appear in the search list and collect some users as well.
I had this precisely issue some years ago, and wrote Google to act upon.
I hope the new review process for new apps can now trap these efforts: looks like the perfect job for an AI
