is it possible that a sim card will be blocked/banned from the network if it receive too much sms?

if yes then

in one of my app.. im sending an sms to a specific number but now i cant send.. sms sent event always fail , i checked my network load , signal , restart the device, tried to text it via default sms .. use other device and text it.. but no luck

Are you sure the RECEIVE of SMSs are causing this?
Or maybe the issue is that you are sending a lot of SMS in a short time. And the block is because you are limited to send X SMS in a Hour (which is 30 messages in 30 minutes)

Just wait a hour and try again.

not really.. i have 30 users of the app that sends sms into 1sim .. then this morning(at exactly 10:xx AM) all 30 of them cant send sms only to that specific sim card #
thats why i assume that the sim is blocked because of massive receiving of sms, but i never heard of that case before

Why not using firebase notifications?
Its free and very stable.
