For what it is worth, the excellent CAB creation program Pocket PC Installation Creator (PPCIC) works fine in shareware mode.
I used the latest version 'not registered' and the only limitation is a couple of small nag screens at install-to-device time, which say: 'This cab was created by PPCIC'.
So for those of you who said you'd like to use PPCIC but that it was too expensive, you can. There are no limitations in features or in time-usage. Just download the shareware version from any of the sites.
