I mention this here as it may save someone else affected hours of troubleshooting.
When trying to publish a new app version, the publication was rejected with the message:
VALIDATE_APP_MESSAGE_MISSING_COUNTRY_PRICES
Since the message doesn't show up until publishing, the first assumption is that there is a problem with the new app version.
The solution that helped with me was to change the price in the Play console and update the exchange rates.
