What does Scroll Position shows?

Hi, I don't understand very well what the Scroll Position in a ScrollView indicates me.

If I have a 320x340 ScrollView, with an Inner Panel with Height = 1500, The Scroll position goes from 0 to 1740. Should not be from 0 to 1500? (or 1500 - InnerPanel.Height)?

Nevermind, it was scaling to my device resolution.
The innerPanel goes from 0 to InnerPanel.Height - ScrolView.Height
