The Sdk is very old. Just follow the installation steps of how to install B4A on the product page here and reinstall the sdk. Then check the google play services in the sdk manager and it will download it.

#AdditionalRes is not required when using B4A v6+.

Using B4A 6 (and the maven-repos) you can remove that line, yes.
