Adding Type_System_Alert possible?

Is it possible to add the Type_System_Alert flag using reflection to panels?

I am not sure if we are able to get the LayoutParams from a Panel, then modify, then add that back to the Panel using the Reflection Libarary.

I believe this would allow the panel to then be able to be displayed over the entire screen (including the covering of the title and notification bar)

(Trying to get an opaque panel for display over everything on the screen, to mimic what happens when modal dialogs are being used)

Seems like it will be easier to implement it as a library. Also note that it seems that Android 4+ changed the way these flag behaves. You might want to create a transparent activity or use the dialog theme.
