You can turn on the screen with PhoneWakeState. It is not possible to turn it off. You can reduce the brightness.

there are some applications in the market switches off the screen like, "Screen Off and Lock"

so the facility is existing, I noted that the application is registering itself as a mobile administrator, although I didn't check it as an administrator but the facility worked

Maybe there is a way with the shell

Administrator apps can lock the screen.
