Android Question App removed

my app is removed from google play store for this case

Issue: Violation of Usage of Android Advertising ID policy and section 4.8 of the Developer Distribution Agreement

i use Firebase Notification and Analytics library, i have removed Advertising

i haven't set the privacy policy

What is the problem?

I do not have any published apps on GooglePlay but i´m pretty sure that it is mandatory to have a privacy policy.

yes, a link to your privacy policy webpage on the app profile and also a privacy policy inside the app.
