i'm buyng B4I, but there is a requirement i don't understand: Apple developer account (costs $99 per year).
What is this? Why must i have it? And where can i buy it?
i have a windows pc. and i think, to develop an IOS App, i'll must buy B4I Standard + Hosted Mac Builder (85 USD).
Is it correct?

You need Apple developer account to get certification to build iOS app.

If you don't have OSX (Mac computer) then YES.
