blur effect for bitmap

how can i do nice blur effect for bitmap? any ideas?

Sorry I don't know how do this but you can draw a lot of dots in your bitmap and it sounds like a Blur effect lol (I already did this and it's ugly lol)...
If you find how do this I'll be happy
