Android Question clipboard lib

I am using clipboard lib in my alarm project. After changing the owner in clipboard.HTML file to process the library works in starter service only.
My problem is it works well when the device is unlocked. But when locked the clipboard doesn't pasted. Other events set by timer, but in same time clipboard can't be set.
By setting the timer i want to send some texts to outside app like TTS, but it is not possible when the device is locked.
I want some help in this matter.

I think it is related to service lifecycle, check this:

but still I am unable to get clipboard when the device is locked.
