And ... watching the news here today the two main culprits MTN and Vodcom are indeed crying FOUL (or is that FOWL?).
Interestingly, they are blaming the high costs on the lack of extra transmission channels (ie the regulatory body ICASA has not allocated and extended them into frequencies beyond those currently allocated).

Whenever there are high prices, it is usually caused by monopolies. A region might have only 2 primary providers and they have a mutual understanding that they don't compete against each other because they would both lose revenues. There needs to be more competition, perhaps gov't funded. Give new data providers tax breaks for the 1st 5 years and let them use existing fiber network at reduced rates.
As far a I recall there are 4 primarily cellphone based with fibre providers coming on presently. Mostly packages are bandwidth based (rands per MB) the new fibre services and wireless are service packaged by a quota in GB.
