I am the author of the CRBingVR B4A library:

This library is meant to be used with B4A. The library itself will not work with Windows.

However, the library just provides an interface to the Microsoft Cognitive Services Bing voice recognition API.

Within the example source code there are comments that point to the Microsoft Cognitive Services website. Here you will find examples for interfacing the library to other platforms – one of the other platforms is Windows. There are examples for interfacing to most different platforms. You just have to look around their site.

Quick Answer:
No, the CRBingVR library is for B4A. The library itself is not compatible with Windows.
But, Microsoft Cognitive Services does provide an interface for Windows to its voice recognition API.
