iOS Question Cydia vs Apple Store

Hi all,
Today,I 've used all times to study iPhone & iPad ,but I 've the question to ask anyone as below.

Q: If I make jailbreak my device and install Cydia in order that instead of using Apple Store, Is there way I could use ipa file or other strategies to install app to my device without pay $99 for Apple Id account?


P.S. I never know about Apple products before.

You could also partner with somebody who paid for an ID so that you can share the fee... I saw many of these "offers" online before...

Then when ready to publish to the store you could purchase your own certificate.
