From now on, all developers creating a new account to publish an app on the Store will first have to have it tested by at least 20 people for at least 2 weeks.
“This will allow developers […] to identify problems, receive feedback and ensure that everything is ready before launch,” explains Google.

DUNS stands for Universal Data Numbering System. This is the company's globally unique identification number. Made up of 9 digits, it is used by many entities such as the European Commission, the American government, the United Nations and even Apple.

Obtaining it is not easy. The procedure requires providing several documents which will be rigorously checked, and the whole process can take up to 30 days.
We will have to create a company to start the procedure and especially re-create a new one if we get banned.

Ultimately, the DUNS number will be requested from all developers, even those who already have an account to publish on the Play Store.
In addition, Google announces a change to the contact information displayed on application pages.

oday we see the name of the developer, an address and an email.
This will include the name of the company, the full address of its offices, a website and a telephone number.
Google will regularly check the information provided to ensure its accuracy.

I think that in the future it will be very complicated to post apps

Transparency is not a drawback. Moreover not everyone out there who created a "Beer Counter" should be called developer. Google Play is going restrictive like App Store, which is the right way at my opinion.

To me it seems crazy, a very serious attempt to interfere in personal lives, a very strict control to know who each person is and to have them totally identified.
If I don't want them to know my name, if I don't work for any company and I am self-taught, etc., etc.

I don't actually think it's Google's fault. They may have been forced into this position by legislation, so government(s) can identify un-registered sources of income (taxable) and get their dues.

Each government is different, if they are going to do it for everyone then it is their own rule and not "the" governments.

I have a few apps that I would have liked to put on the store with an ad to make some money.
But I'm retired. I have no intention of starting a company to have $30 at the end of the month.

Apple Requires it for Organization Account ONLY

When I registered my Appstore account as INDIVIDUAL, it was not required (my name was on the Appstore) -
When I registered my Play store Account too, my name was there, but I changed it to LEAFECODES (My Business name), without any difficulty.

But when I changed my name on Appstore to LEAFECODES, they require I submit the DUNS number of the business, that was when I created mine.

I guess Google is taking it to far by requiring both INDIVIDUALS and ORGANIZATIONS to have DUNS number.

I think the focus is on NEW ACCOUNTS. If you already have a play store account, I don't think it affects you. But you still need to get your DUNS number
I received this email from Google on November 10th...
Earlier this year, we announced new verification requirements for anyone creating new Play Console developer accounts - to boost trust and transparency on Google Play. Today, we're sharing that all developers with existing accounts will be required to complete these account verifications, to comply with the updated Play Console requirements policy.
I've had a Play Console developer account since 2013, so no, the focus in no longer on new accounts...

I think a lot of these things depend on where you reside for tax purposes. I live in Australia, so Apple requires me to have an ABN (Australian Business Number) & be registered for GST. If I don't provide those details they will hold payments for any income generated in Australia. I only require a DUNS if I have an organization account, which I don't - but I couldn't use my company ABN & GST registration because even though I am the only director & shareholder, the names don't line up with the ATO - so I had to register an ABN & GST in my personal name as well (to match my Apple Developer account). The really annoying thing is that the ATO doesn't even require me to be registered for GST - so Apple are imposing requirements that aren't even legally required in Australia, but if you don't comply they can just shut you down.

Between Google & Apple with an endless stream of policy compliance updates, OS compatibility updates (I'm talking about the required ones), account verifications, GDPR CMP requirements & who knows what else next week, the "administration" part of my job is taking up more time than the development part.

I don't really have an issue with any of this stuff, but it seems that the admin overhead has increased exponentially over recent times.

I think its a pain in the butt and probably not solve anything they think it will

I took their option to postpone until February 2025 - who know what will change by then
